Kansas Legal-Based Jail Guidelines
Through our partnership with The National Institute for Jail Operations (NIJO) and the Kansas Sheriffs' Association (KSA), KCAMP is offering its members the Kansas Legal-Based Jail Guidelines©. These guidelines are designed to assist law enforcement officials in making Kansas jails safer and more secure while protecting law enforcement officials and agencies, and the municipalities they serve, against liability and adverse publicity. KCAMP-member jail administrators will be able to reference case law through this online system allowing correctional institutions to update policies and conduct thorough internal audits with the ability to manage, track, monitor, and follow up on compliance. The program is currently being used in 19 states.
BENEFITS OF PARTICIPATION
USER FRIENDLY. The guidelines are accessed through a simple web-based system that allows sheriffs and jail administrative staff to review the guidelines and then conduct self-audits to discover how well their jail operates in all areas. Corrective action is easy to assign, monitor and track, reducing labor dramatically compared to typical accreditation and inspection programs. All that is needed to operate it is a computer and an internet connection. No updates or IT assistance is needed to maintain the program.
COMPLIANCE WITH STATE AND FEDERAL LAW. Roughly 600 legal-based jail guidelines contained in the system are based on federal law, the 10th Circuit Court of Appeals, and Kansas statutes. An independent review of the guidelines is conducted by NIJO general counsel, attorney Blake Hamilton, Esq. The guidelines are updated annually, or more regularly, depending on the nature and impact of the case law.
BETTER OPERATIONS and SAFETY. The comprehensive content and easy to read format help ensure jail administration staff know the law in critical areas such as use of force, searches, medical care, suicide and religious rights and more. Information gathered through the auditing allows administration to identify trends and address issues.
COST EFFECTIVE. KCAMP covers the entire implementation cost for its members. The member is only responsible for monthly service fee which is based on the average daily population of the jail. The monthly service fee ranges from $80/month to $390/month.
